White-collar civilian Federal employees in Alaska, Hawaii, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands are paid cost-of-living allowances.Title 5, United States Code, and Executive Order 10000 authorize the payment of COLAs in non foreign areas.

The Office of Personnel Management surveyed the prices of over 300 items to set the COLA rates.In the Washington, DC, area, OPM conducted these surveys.

The phased-in Payable Locality Rates are calculated using a 1/3rd factor in 2010 and 3rd factors in 2011.For employees whose locality pay was limited by a cap, the Full Locality Rates were used to calculate retirement-creditable basic pay and retirement contribution deposits.See note 2.
