I agree with what Focus has to say.The other reason for sagging their pants was that it was easier for others to get in.It was quicker for them to pull up their boxers when they were caught, as the sagging pants made it seem like everything was normal.

The trend came from prison but not the belts.A prisoner might be looking for a pity party.The clothing would have been taken if the belts were taken for suicidal reasons.The suicidal prevention garments would have been given to the prisoner.A belt wouldn't stop someone who is trying to harm themselves.All pants, shirts, and socks are effective.Those items would be taken as well.The sagging pants were an obvious signal for guys who were prostituting themselves or being prostituted by another without being totally obvious to the guards or watchmen.Most of the guys that were presenting themselves in this manner lost a lot of money and couldn't repay the debt.They would be pimped out by someone in fear of being hurt or killed.They were not as flamboyant as the normal homosexuals, but they could quickly make a suggestion to a beast or shark without everyone knowing their business.
