There is a standard for Earned Value Management in the PDF NDIA.

Earned Value Management Systems (EVMS) is a standard for the Department of Defense.The application to Major Defense Acquisition Programs (MDAPS) was formally adopted by the DoD in August 1998.

EVMS Compliance is required for DoD cost or incentive contracts and agreements valued at or greater than $20M.For DoD cost or incentive contracts and agreements valued at or greater than $50M, an EVMS validation is required.The contractor needs to maintain compliance with the standard if the contract value is less than $50M.The Integrated Master Schedule is included in contract reporting.[2]

The guidelines in ANSI/EIA-748 provide a consistent basis to assist the Government and the contractor in implementing and maintaining acceptable EVM systems.The guidelines can be found here.
