Sorry to say but i7 7700K will bottleneck the RTX 3080 at 4k. If you want GPU for your current CPU then go with the RTX 2080Ti. In my opinion, change your CPU to i7 or i9 of the 9th or 10th gen. And if you have a tight budget then go with the AMD CPU.

No, the i7 9700K is probably a little light for the RTX 3080 (at least at 1080p). It should definitely work well with a RTX 3070. You can probably get away with 9700K if you are running at a higher resolution like 1440p or 4K though. Another option is to overclock the i7 9700K to lower the bottleneck.
