There hasn't really been a scene in the manga that clarifies if Ciel can see with his right eye. However, when Sebastian placed the mark in his eye, that looked really painful and it was bleeding afterwards. So maybe it was burnt into his eye which destroyed his eyesight.2 Aug 2016

In one OVA (Ciel in Wonderland) Ciel lifts his eye patch in order to see better which would imply that he can indeed still see with that eye.
