How do I stop the animals from digging in my garden?

I have tried various sprays and battery operated things that send out a signal.I need help.Any old fashioned ideas?These are the best.
Put chicken wire over the bulbs and stake it down.Stick with daffodil.Most animals like them.Squirrels won't eat foxes, but I'm not sure about that.
I tried putting steel wool in my baskets last year and it did help to stop the squirrels, but I don't know about the foxes.
The scent of the garden gives the impression that there is a big animal in there and cats don't want to go near it.I am not sure if it will work on other animals.
