The below method works well for me.I created the solution myself after looking at several thread and answers that didn't work for me.

If you close the popup that says 'Setup canceled by user' it will uninstall the original installation files.

If you want to provide the same path when it asks for installation media, run the setup.exe from the files you copied.

You update the edition of the server from Express to Developer.The problem is that "SQL SERVER Installation Center" was not updated and now it appears as if there is no folder at all.

I show in my image that the installation center uses a path that is not used in the setup of the server.
